INDUSTRY, DEVELOPING COUNTRY POLICYMAKERS During the 20th century, global spending
on health increased from 3 percent to 8 percent of the global GDP or 4
percent of the GDP of developing countries. Yet the majority of people living
in low- and middle-income countries do not have access to insurance coverage
at the time of illness. Over 80 percent of the population in developing
countries rely on out of pocket payments to providers when they need medical
care. This exposes them to the impoverishing effects of illness at a time
when ways to manage the cost of catastrophic illness are well known, even at
low income levels. This conference presents the preliminary
work from a large international review of the potential role of private
health insurance in complementing other known health financing
instruments--government subsidies, social health insurance and
community-based financing--in securing better financial protection and access
to health care in developing countries. In addition to the speakers, invited
participants include policymakers from developing countries, leaders from the
